As we know, visually impaired people can’t move with the same facility as a sighted person.
Sight is one of the most important senses that human beings have in order to interact with the environment. Since the lack of vision is such a drawback, the remaining senses of a visually impaired person are enhanced, allowing them to manoeuvre around town with less difficulty.

Lifts
Guide dogs.

The inclusion is an important factor for the perfect adaptation to the environment with neighbours.
There is some quiet, avoiding noise pollution affects their lifestyle.
Another important indicator is whether there is any association, who attends these people with visual disabilities.

Indicators:
Tranquillity.
Helpful neighbours.
Volunteers.

Education 10%

Education as an important part of their training and adaptation.
Schools should have the necessary resources to facilitate their learning.

nice post generally. the first part is visually attractive, but the info you include is not systematic, so I'd leave out the details and maybe just give a general picture of each neighbourhood.

The factors are excellent. However, you need to be more specific as to how you're going to measure the indicators. Actually, some of the indicators are actually factors, eg "tranquility". The indicator is precisely HOW you are going to measure this.

Finally, you need something on data normalization and weights

provisional mark: 7/10
